The Nature sovereign 

Former member of Meiying's Holy Army. One of the eight sovereigns who watch over the world.

Oscar only watches Bellmare. He's known to visit Farnfoss frequently to see his husband.
"If I can't watch over Belllmare- well, I don't know! I think I'll just die!"  [When choosing where to guard]

Not everything needs to be solved with needless fighting; some things can be fixed the proper way! The political way! That's what Oscar believes and will never ever let anyone change his mind ever. He speaks with calm authority, often in a poetic manner or an extremely long-winded, overly fancy manner. Oscar is very severe in his disdain for modernization. To outsiders, this can make him seem rigid or unyielding. To Bellmare’s citizens? It's a necessary devotion. Oscar is known as the "people's prince," probably the most beloved of all the sovereigns. Just check the local architecture for all of the subtle Oscar motifs!
Despite his deep bond with Bellmare, Oscar is not alone. He has a husband, Konner, who resides in the cold region of Farnfross.  He would not dare to make his every-so-fluffy husband venture into Farnfross's humidity, so he takes it upon himself to start the venture. Though distance and duty often keep them apart, their bond remains steady. Given that Konner is mute, Oscar is completely the talker of the relationship. Oscar is full of smiles, but his heart genuinely shines through his stuffing whenever he's with Konner.  The couple is nothing alike, but that's alright.
Like the rest of the holy army, Oscar has a unique trait no other Perfpal possesses: Chlorokinesis and healing!
He can help Perfpals who've been gravely injured, and grow plants out of thin air. Oscar, you're so helpful!
